• Completed or expected to complete 12 years of school education or equivalent
• age 18 or older
• completed at least 150 hours of Japanese study or has Japanese ability equivalent to JLPT N5
• able to submit immigration application documents and pay all study-abroad living expenses
• no past non-issuance history for any Japanese status of residence
